The Act does not state the factors that should assessed when examining if a step is a "reasonable" one to take.
The Code of Practice suggests that what is viewed as reasonable will vary in accordance with the following factors:
- The type of service being provided.
- The nature of the service provider; its size and resources.
- How the individual's disability affects them in that situation.
It also lists the following questions for possible consideration when deciding what is reasonable:
- How effective would steps be in eradicating the problems disabled people would have in accessing the service?
- How practicable is it for the service provider to take these steps?
- How much dissruption woud implementing the solutions cause?
- Is the proposed solution finiancially viable for the service provider?
- How much has the service provider already spent on making services accessible?
