If a disabled person is unable to use a service without adjustments being made, it is classed as "impossible".

"Unreasonably difficult" is harder to clarify as Act gives no definition.

The Code of Practice offers guidance suggesting that when deciding if services are unreasonably difficult for disabled people to use, consideration should be given to the time, inconvenience, effort, discomfort or loss of dignity required to use the service. If the resulting levels would be viewed as unreasonable by abled bodied users they are deemed to be unreasonable for the disabled.
